The engine isolation valve locks closed automatically for; a duct overheat, bleed duct overpressure, excessive flow and will close when the fire handle is pulled. With loss of electrical power the valve is fail save open.

Under normal operating conditions, isolation valves remain open. It is typically only under certain special circumstances, such as for safety reasons or for system maintenance or repair, that they are closed.
